248.22 ADDITIONAL PROCEDURE.

If the provisions of this chapter are insufficient to carry into full effect the making of any improvement or the special assessment therefor, Council may provide any additional steps or procedure required to effect such improvement by special assessment in the resolution declaring the determination of Council to make such improvement in the first instance.
