248.10 HAZARDS AND NUISANCES.
   When any lot, building or structure, because of the accumulation of refuse or debris, the uncontrolled growing of weeds, the accumulation of ice or snow or the failure to maintain sidewalks, or because of age or dilapidation or because of any other condition or happening, becomes a public hazard or nuisance which is detrimental to the health or safety of the inhabitants of the City, or of those residing or habitually going near such lot, building or structure, Council may order such hazard or nuisance abated and the cost of such abatement assessed as a single lot assessment against the lot, premises or description of real property upon which such hazard or nuisance was located.
