246.12 EMERGENCY PURCHASES.
   For purchases of fifteen thousand dollars ($15,000) or greater:
   (a)   In the case of an emergency endangering the public peace, health, or safety, the purchasing agent or his or her designee may purchase directly any goods, services, or equipment which he or she deems immediately necessary. The purchasing agent shall provide Council an explanation of the emergency purchase and the necessity for it not later than the next regular meeting of the Council. This statement shall be entered into the recorded minutes of Council.
   (b)   If the purchasing agent is unavailable, a department head or his or her designee may make an emergency purchase as described in subsection (a) immediately above. Within one week from the time of this emergency purchase, the purchaser shall file with the agent a detailed, written explanation of the emergency purchase and the necessity for it, and the agent shall submit such statement to Council not later than the next regular meeting of Council. This statement shall be entered into the recorded minutes of Council.
