246.05 CONTRACT INTEREST; GIFTS; REBATES.
   (a)   Any purchase order on a contract within the purview of this chapter in which the purchasing agent or any other officer or employee of the City has a financial interest, directly or indirectly, shall be prohibited, except that before the execution of a purchase order or contract, Council may under recommendation by the purchasing agent waive compliance with this section if it finds such action to be in the best interest of the City.
   (b)   At the recommendation of the purchasing agent, Council is required to review and may authorize the purchase of personal property of a former employee that equals or exceeds five thousand dollars ($5,000) in value if it is financially desirable to do so or in the best interests of the City.
   (c)   The agent and every other officer and employee of the City are prohibited from accepting, directly or indirectly, from any person to which any purchase order or contract is or might be awarded, any rebate, gift, money, or anything of greater than nominal value except where the same is given for the use and benefit of the City.
