The City Manager may appoint such other City officials as he or she deems necessary for the welfare of the City, including a City Health Officer and City Engineer. Any official appointed by the City Manager shall serve at the pleasure of the City Manager. If any additional expenses are incurred by the City, which were not previously budgeted, any such new appointments by the City Manager shall first receive the approval of Council before any additional expenditures shall be made for such new office.
