The City shall consist of one ward, which ward shall be divided into four voting precincts as follows:
(a) Precinct 1. The territorial boundaries of Precinct 1 shall be all that area in the City lying north of the Grand Trunk Western Railroad right of way and east of the North State Street right of way.
(b) Precinct 2. The territorial boundaries of Precinct 2 shall begin at the southwest corner of Section 10, north along the centerline of South State Street to the centerline of East Clark Street, east along the centerline of East Clark Street to the east line of Rosemore Park Subdivision extended to the Grand Trunk Western Railroad, east along the Grand Trunk Western Railroad to the east City limits, south along the east City limits to a point 200 feet north of the center of Section 10, east 958 feet, south 1,252 feet, west to the east City limits, south along the east City limits to the south quarter of Section 10, west to the place of beginning.
(c) Precinct 3. The territorial boundaries of Precinct 3 shall begin at the southeast corner of Section 9, west to the south quarter corner of Section 9, north to the center of Section 9, east along Black Creek 660 feet, north to the Grand Trunk Western Railroad, east along the Grand Trunk Western Railroad to a point east along Rosemore Park Subdivision to East Clark Street, west along the centerline of East Clark Street to the centerline of South State Street, south along the centerline of South State Street to the place of beginning.
(d) Precinct 4. The territorial boundaries of Precinct 4 shall be all that area lying north of the Grand Trunk Western Railroad right of way and west of the North State Street right of way.
