Section 21.2. Carry over of Officers and First Election.
   The Mayor and Council members in office on the effective date of this Charter shall remain in office for the duration of the terms to which they were elected under provisions of the previous Charter. However, after the effective date of this Charter, the conditions and requirements of their offices and responsibilities shall be as described in this Charter.
   The first election of Council members after the effective date of this Charter shall occur in the first regular election in an odd-numbered year after the effective date of this Charter. Three (3) members shall be elected that year and shall serve a one (1) year term beginning as described in this Charter. After the initial election of Council members, the regular election cycle for Council members described in this Charter shall be in effect. The regular election cycle for Mayor shall begin at the first
regular election in an odd-numbered year after the effective date of this Charter. In 1999 since there is no State primary, the last day for filing nominating petitions for the regular City election in November shall be as described in Section 10 in the previous Charter, that is, "not later than 4:00 p.m. on the seventh Tuesday preceding the date of the regular City election."
