The City reserves for itself the power to enact and enforce any ordinances deemed necessary for the establishment, maintenance, and protection of all cemeteries, parks, undeveloped lands open to the public, and lands for public use, acquired by the City within or without the City limits and, also, any cemeteries within the City which belong to or are under the control of any church, religious group, company, corporation, or association.
