The Council shall have the power to fix from time to time such just and equitable rates as may be deemed advisable for supplying the inhabitants of the City and others with water, light, heat, electric power, and with such other utility services as the City may acquire. The Council may authorize a reasonable payment in lieu of taxes, from any utility to the General Fund, so as to reimburse the General Fund for services that the City provided to that utility.
