The Council may enact ordinances and adopt resolutions as may be necessary for carrying into effect the powers conferred upon the City by the provisions of this Charter and for the care, protection, preservation, control, and operation of any public utilities which the City may acquire, own or operate including all fixtures, appurtenances, apparatus, buildings, and machinery connected or belonging to any of these.
