If the owners of more than one-half (1/2) of the property to be assessed shall object in writing to the improvement at or prior to the meeting of the Board of Review, the assessment shall not be made without a four-fifths (4/5) vote of the members of the Council. Every special assessment roll ratified and confirmed by the Council, acting as the Board of Review, shall be final and conclusive except as may be subject to administrative or judicial appeal as provided by State law.
