City taxes shall be due and payable on July 1 of each year. All taxes paid on or before August 31 of the same year shall be collected without additional charge. From and after August 31, there shall be added one (1) percent per month or fraction thereof, to taxes remaining unpaid, together with a collection fee of three (3) percent.
