Section 12.8. City Treasurer to Collect.
   After extending the taxes on the assessment roll and certifying to the roll in the manner required of assessing officers by State law, the Assessor shall deliver on or before June 30 of each year such assessment roll to the Clerk together with a copy of it. The Clerk shall forthwith annex the warrant to the original roll directing and requiring the City Treasurer to collect from the several persons named in the roll the several sums, or the total, opposite their respective names. The taxes thus assessed shall become at once a debt to the City from the persons to whom they are assessed, and the amount assessed together with all applicable charges shall on July 1 of each year become a lien on the property assessed of the same character and effect as the lien created by general law for State and County taxes. The lien shall be discharged upon payment.
