Within three (3) days after the adoption by the Council of the budget for the next fiscal year, the Clerk shall certify to the Assessor the amount of the tax levy fixed by the Council. The Assessor shall prepare the City Tax Roll by rateably assessing each person and piece of property on the assessment roll together with all special assessments as well as any other amounts which the Council may require under authority of State law or this Charter or determine to be assessed or reassessed against any property or person.
