Any elective officer may be removed from office by the electors in the manner provided by the general laws of the State of Michigan. A vacancy created by the recall of any elective officer shall be filled in the manner prescribed by State law. No person who has been removed from office by recall or who has resigned from such office while recall proceedings are pending against that person shall be appointed to any elective City office during the term of office from which the officer was recalled or resigned or any other City office within one (1) year after such recall or resignation.
