Section 8.12. Board of Review.
   The Board of Review shall consist of the Mayor and four (4) electors of the City appointed by the City Council, who meet the qualifications of this Charter for officers of the City. No appointed members of the Board may hold another City office or be City employees during their term of office. Members may be removed from office by the vote of four (4) members of the City Council. The term of office for the four (4) appointed members shall be four (4) years, and no appointed member shall serve more than two (2) consecutive terms. The terms of office shall be staggered with one member to be appointed each year except that of the members first appointed, one each shall be appointed for terms of one (1), two (2), three (3), and four (4) years. The terms shall begin January 1. The Board shall select one of its members to be the chairperson at the first meeting of each year. The Assessor shall be a non-voting member of the Board and shall serve as clerk, shall attend all meetings of the Board, and must be able to present the position of the Assessor's office. The provision that no member shall serve more that two (2) consecutive terms shall not apply to a position filled after a vacancy occurs if the remainder of the term for that position is less than two (2) years nor shall that provision apply to the shortened terms of the members first appointed under this Charter.
