The Treasurer shall be charged with the custody of all public moneys of the City and shall be responsible for all moneys turned over to the Treasurer by other City officials or deposited by them in the depository or depositories designated by the Council. The Treasurer shall keep the accounts of the City government and shall report to the Council quarterly in the months of March, June, September, and December. The Treasurer shall pay no money out of the City Treasury except in a manner as prescribed by State law. All checks shall be signed by two of the following officers: Clerk, Treasurer, City Manager, or Mayor. The Treasurer shall further perform such duties as shall be required by State law, the provisions of this Charter, and by City ordinance.
