Section 8.4. Clerk.
   The Council shall appoint a City Clerk who shall be responsible to the City Manager and shall hold office at the pleasure of the Council. To be eligible for appointment, a candidate shall demonstrate appropriate training and experience to successfully discharge the duties of the position as determined by State law and the City Council. During the absence or disability of the City Clerk or a vacancy in that office, the Council shall designate as Acting Clerk a properly qualified person to execute the functions of that office until the Clerk is again available for work or a new one is chosen.
