Section 8.3. Functions of the City Manager.
   The City Manager shall plan, organize, and direct the activities of City departments in accordance with City policy; advise and assist the Council in conducting its business; perform the purchasing, personnel, and traffic engineering functions for the City; and perform related work as required.
The functions of the City Manager shall be, but not limited, to:
   1.   Plan, organize and direct activities of City departments in accordance with City policy.
         a.   Oversee programs directed by department heads and keep informed on major developments and obstacles and be responsible to the Council for the efficient administration of all departments of the City government.
         b.   Evaluate performance of employees and assess staffing requirements in accordance with the City budget. Appoint, promote, and terminate department heads and other employees as necessary except for appointive officers.
         c.   Oversee the Treasurer's handling of revenues and investments throughout the year. Prepare and administer an annual balanced budget which considers community needs, departmental priorities, and available funds.
         d.   Oversee contract administration ensuring that all terms and conditions imposed in favor of the City or its inhabitants in any contract or public utility franchise are faithfully kept and performed.
         e.   Determine priorities for various City departments and communicate these to appropriate department heads.
         f.   Be responsible to the Council for the proper discharge of all the just obligations of the City.
   2.   Advise and assist the City Council in conducting its business.
         a.   Attend all regular meetings of the Council and those special meetings in which the Manager's attendance may be required in the notice, having the right to participate in discussions but without the right to vote.
         b.   Prepare agenda for City Council meetings and provide background information necessary to adopt resolutions and ordinances.
         c.   Serve as an ex officio member of all committees of the Council.
         d.   Recommend to the Council for adoption those measures deemed necessary or expedient.
         e.   Convey matters of community concern to Council members and suggest issues that should be addressed.
         f.   Conduct study sessions and workshops with City Council members to convey Staff expertise in certain areas.
         g.   Raise policy questions to the City Council with short and long range implications for City operations, make recommendations, and provide alternatives for consideration.
         h.   Prepare special reports for Council and meet with elected officials as required.
         i.   Provide City Council with a quarterly summary of the City's financial condition and keep the Council fully advised at all times of the financial condition and needs of the City.
   3.   Perform the purchasing, personnel, traffic engineering, and other functions for the City.
         a.   Ensure that all laws and ordinances are enforced and administer code enforcement activities for the City.
         b.   Manage and supervise all public improvements, works, and undertakings of the City. Have charge of the construction, repair, maintenance, cleaning and lighting of streets, sidewalks, bridges, pavements, sewers, and of all public buildings or other property belonging to the City.
         c.   Communicate City Council policy to the public and media. Act as a community resource for questions pertaining to policy.
         d.   Prepare plans and specifications. Obtain easements, review technical data and bids.
         e.   Exercise and perform all administrative functions of the City that are not imposed by this Charter or any City ordinance upon some other official.
   4.   Perform other work or duties as may be prescribed by this Charter or as may be required of the Manager by ordinance or by direction or appointment of the Council.
