Section 8.1. City Manager.
   The Council shall appoint a City Manager who shall be responsible to the Council. The City Manager shall be the administrative head of the government under the direction and supervision of the Council and shall hold office at the pleasure of the Council. To be eligible for appointment, a candidate shall demonstrate appropriate training and experience to successfully discharge the duties of the position as determined by State law and the City Council. During the absence or disability of the City Manager or a vacancy in that office, the Council shall designate as Acting Manager a properly qualified person to execute the functions of that office until the Manager is again available for work or a new one is chosen.
