Section 7.3. Appointment and Qualifications.
   The appointive officers of the City shall be appointed to and removed from office at the pleasure of the Council. Appointees shall be selected with reference only to their qualifications and fitness for the good of the public service and without any reference or regard to their religious faith, political party affiliation, sex, race, or ethnic background. The City Manager, the Police Chief, the Assessor, the Clerk, and the Treasurer shall be City residents within eighteen (18) months of the beginning of employment. This residency requirement shall not apply to those nonresidents holding an appointive office at the time of the enactment of this Charter.
