It is the policy of this Charter that, except as otherwise provided in this Charter, all matters relating and pertaining to the administration of the City government shall be performed by the appointive officers and personnel of the City. The Council is responsible for the appointment and dismissal of the appointed officers, but the Council and it's members shall not interfere in the daily operations of the appointed officers nor in the management of their employees.
