Section 6.11. Limitations on the Powers of the Council.
   No ordinance or resolution shall be adopted or passed except by the affirmative vote of at least a majority of the members of the Council. No office shall be created or abolished, no tax or assessment imposed, no street, alley or public ground vacated, no real estate or any interest therein sold or disposed of, no private property taken for public use, no vote of the Council reconsidered or rescinded at a special meeting, nor any money appropriated except as otherwise provided in this Charter, unless by the affirmative vote of at least two-thirds (2/3) of the members of the Council.
