The Council shall be the judge of the election and qualification of its own members subject to review by the courts in cases of contest. The Council shall have the authority to enforce orderly conduct at its meetings, and any member of the Council who engages in disorderly conduct shall be deemed guilty of misconduct in office. The Council by a majority vote of those present may require the attendance at any meeting of any appointive officer of the City and any other employee through the chain of command process.
