All regular and special meetings of the Council shall be open to the public, and the rules of the Council shall provide that the citizens shall have a reasonable opportunity to be heard on any matter under consideration. All meetings shall be subject to the Open Meetings Act, being Public Act No. 267 of 1976, as amended, and the Council shall have the right to hold closed sessions of the Council, as authorized by the act.
