The Council shall meet at the usual place of holding Council meetings, at 7:30 p.m., Eastern Time, on the second Monday next following each regular City election, at which session the Mayor and newly elected members of the Council shall be qualified and assume the duties of their office. Regular meetings shall be held at least once each month, for the transaction of business, at such time and place within the City as the Council shall prescribe by resolution.
