The government of the City and all its powers shall be vested in the Council. The Council shall exercise for the City all the Municipal powers possessed by the City for the management and control of Municipal property and for the administration of the Municipal government whether or not such powers are expressly enumerated in this Charter. It shall make all necessary and proper laws for executing the powers granted to the City by this Charter and the Constitution and general laws of the State.
