Any vacancy occurring in any elective office shall be filled by the Council within forty-five (45) days after such vacancy shall have occurred except as otherwise provided in this Charter. The appointee shall serve until the second Monday following the next regular City election. If the term of office filled by appointment extends beyond the second Monday following the next regular City election, the vacancy shall be filled at that election for the balance of the term.
If after forty-five (45) days the vacancy shall not have been filled, a special election shall be held to fill the vacancy for the balance of the term.
