No person shall be eligible for any elective office who is a defaulter to the City or to any other political subdivision of the State and unless he is a duly registered elector in the City and has been a resident of the City for one (1) year immediately prior to the election at which he is a candidate for office. All votes for or appointment of any person contrary to the provisions of this section shall be void.
