Section 4.13. Election Commission.
   The Election Commission shall consist of the Clerk, the Mayor, and one other elective or appointive City officer as the Council may designate. The Clerk shall be Chairman. The Commission shall have charge of all activities and duties required of it by State law and this Charter relating to the conduct of elections in the City. The compensation of election personnel shall be determined in advance by the Commission and shall be a fixed amount for each election, however, such compensation shall not exceed the amount appropriated for elections in the budget unless such increase shall first have been approved by the Council as are other increases in appropriations for any department or function.
