Section 3.1. Intergovernmental Agreements.
   Where it is advantageous, the City may enter into Intergovernmental Agreements with other political entities in a manner consistent with State law. The Council shall assure that:
      A.   Financial obligations incurred by the City under any such agreements are proportional to the benefits gained.
      B.   The City Manager, Treasurer, and Clerk remain employees of the City exclusively, and these officers shall not be employed by any other governmental unit, or inter-governmental unit.
      C.   Regular written reports are received from the operating entities of the Intergovernmental Agreements and the Council evaluates the City's participation in each agreement at least annually to determine if they are meeting goals and objectives.
