The City shall be vested with any and all powers which cities are, or hereafter may be, permitted to exercise or to provide for in their charters including all powers granted to home rule cities. All vested powers shall be as full and complete as though those powers were specifically incorporated into and provided for in this Charter subject to the Constitution and the laws of the State of Michigan. Any enumeration of particular powers in this Charter shall in no case be held to be exclusive.
