No owner, occupant, tenant, or lessee of any building or dwelling, or any other person, shall place or leave outside a dwelling or building any abandoned, discarded, or unattended white good (i.e., icebox, refrigerator, freezer or any other type of receptacle that has an air-tight or locking door), without first permanently removing its doors.
