The occupant or owner of every residential dwelling unit, agricultural, commercial, business, institutional, or industrial establishment shall place all solid waste to be collected in storage containers, and shall maintain such containers and the area surrounding them in a clean, neat, and sanitary condition at all times. Solid waste shall be stored in a manner that will prevent insect and/or rodent infestation and will not create a fire, health, or safety hazard or a public nuisance.
