The occupant or owner of every residential dwelling unit, agricultural, commercial, or institutional or industrial establishment producing solid waste within the county shall use the container or containers provided by the collector for the storage of all solid waste and maintain such solid waste containers in good repair at all times. Persons requiring the use of containers for bulky or demolition or construction waste shall contact the collector. The collector may charge an additional fee for the use of containers for bulky or demolition or construction waste.
