The County Fiscal Court shall have no obligations under this chapter or under any utility service agreement except the obligation to make any assessment as required in this chapter to collect the assessment in accordance with the customary procedures for collecting county ad valorem real property taxes and to pay any amounts collected to the utility provider within a reasonable time after such amounts are collected. The ultimate responsibility for payment of the charges of the utility provider for street lighting service shall rest with each lot owner in each subdivision included within a subdivision street lighting.
