The official report tendered by the Curfew Subcommittee to the Community Task Force for submission to the Owensboro Board of Commissioners and the County Fiscal Court, as well as the recitals set forth in the preamble of the ordinance codified herein, be and the same are hereby adopted and incorporated by reference as if fully set forth in the operative provisions of this subchapter.
