It shall be the duty of the Judge/Executive or his or her designee to serve or cause to be served upon the owner and occupant of any property on which there is kept or maintained any nuisance in violation of the provisions of this chapter a notice describing the nuisance and demanding the abatement of the nuisance within ten days from the date of such service.
