In order to ensure compliance with the laws of the commonwealth, this chapter, and the rules and regulations authorized hereunder, the Judge/Executive or his or her designee is authorized to inspect all phases of solid waste management within the county. No inspection shall be made in any residential unit unless authorized by the occupant or by due process of law.
