§ 36.10 CENTRAL DISPATCH.
   (A)   The Daviess County Central Dispatch (the “central dispatch”) is hereby established to administer the county-wide emergency telephone system in Daviess County (commonly referred to “the E-911 system” and further provided for in I.C. 36-8-16). The central dispatch system shall be operational on or before January 1, 2022. The central dispatch shall be administered by a Finance Board and an Operations Board, further detailed in that certain interlocal agreement attached hereto.
   (B)   The central dispatch shall be funded by revenues from E-911 funds, contributions from the city and the county, and other sources as provided for in the interlocal agreement or state law. During the term of the central dispatch, the city and county will work in good faith to find alternative sources with which to fund the central dispatch. For example, the parties may seek legislative changes in financing methods, 911 telephone tax amendments, or income tax amendments.
   (C)   The Director of central dispatch shall be determined and selected by the Operations Board, in accordance with the interlocal agreement.
   (D)   Certain city employees shall become employees of the county within the central dispatch department as of January 1, 2022. The parties anticipate the added employees transitioning from the City of Washington will not exceed four in number. The county shall credit the employees with the number of years worked for the city. Such employees may “carry over” unused vacation and sick days, but shall thereafter receive the benefits and salary offered by the county and shall abide by all personnel policies of the county. The county anticipates it will be compensated by the city for such employee carry over of unused days.
   (E)   The city shall transfer title to the county of the following described personal property and equipment specified in Exhibit A, which is attached to Ordinance 2021-12 and incorporated herein by reference as if set out in full.
   (F)   The central dispatch shall be solely responsible for the dispatching of all emergency services previously operated separately by the City of Washington and Daviess County. The services shall be conducted in accordance with that certain Interlocal Agreement effective September__, 2021. Attached Exhibit B, which is attached to Ordinance 2021-12 and incorporated herein by reference as if set out in full.
   (G)   The transfer of city personnel and personal property, and the dispatching of the city’s emergency services, shall be effective January 1, 2022, unless amended by the Commissioners.
   (H)   If the temporary central dispatch begins operations prior to January 1, 2022, the dispatchers of the City of Washington shall remain employees of the city until such date, but operate from the central dispatch location under the direction of the central dispatch supervision.
   (I)   The physical location of the central dispatch will be within the current Daviess County Security Center.
