§ 35.06 E-911 ADVISORY BOARD.
   (A)   Purpose. The purpose of the Board shall be as follows: to review requests for emergency management/E-911 equipment in departments, and subsequent expenditures of the E-911 account. This Board is advisory only and all recommendations shall be reviewed by the respective governing bodies.
   (B)   Membership. Prior to the establishment of a combined City of Washington and County Public Safety Answering Point (PSAP) (a "Combined PSAP") for E911 services, the five voting members of the Board shall be selected as follows:
      (1)   One member to be selected by the Sheriff of Daviess County, Indiana. Such member shall be currently employed as a law enforcement officer of Daviess County, Indiana. The initial term of such position shall be for one year.
      (2)   One member to be appointed by the Daviess County Commissioners. The initial term of such position shall be for two years.
      (3)   One member to be appointed by the Daviess County Council. The initial term of such position shall be for three years.
      (4)   One member from a Daviess County Volunteer Fire Department such member to be appointed by the Daviess County Fire Chief's Association. The initial term of such position shall be for three years.
      (5)   The current Emergency Management Director (an annual Commissioners' appointment). The initial term of such position shall be for one year.
      (6)   After a Combined PSAP is established, the Board will add two more members, to wit: one member to be appointed by the City of Washington Police Chief, and one member to be appointed by the City of Washington Fire Chief, with the initial term of such positions to be determined by the Board, and such initial terms may not exceed three years.
      (7)   With the addition of the two additional positions specified in division (B)(6) herein, the Board will have seven voting members.
   (C)   Terms of appointment. The initial term of the members shall be staggered (as detailed herein) and upon completion, subsequent terms of Board members shall be for a three-year period with all terms ending on the December 31 of the year. Members shall serve their first full-term until replaced or reappointed. Such terms and position term periods shall be maintained in records by the Board and shall be regularly communicated to the Auditor's Office. If an appointment is made to fill the unexpired term of a prior member, or an appointment is made after January 1 of a particular year, the term will expire of December 31 of the applicable year.
   (D)   Organization. Advisory Board members shall, after their appointment, meet to organize themselves, select a president, vice-president and secretary and thereafter meet not less than once every three months for regularly scheduled meetings. Meetings of the Advisory Board shall be made public and in compliance with the Indiana Open Door Act. Minutes of the meetings of the Advisory Board shall be kept and a copy of all minutes adopted shall be referred to the Daviess County Auditor and the Commissioners.
