(A) After denial of an initial or renewal application by the County Commissioners, or suspension or revocation of a license by the Commissioners, the applicant or licensee may seek prompt judicial review of the administrative action in any court of competent jurisdiction.
(B) The administrative action shall be promptly reviewed by the court.
