   (A)   The sales permit to be paid by each individual, sole proprietor, partnership or corporation pursuing a nonpermanent commercial concern shall pay to the office of the County Auditor, or his or her designate, the sum of $100 for the privilege of pursuing those commercial concerns for a period not exceeding 24 hours, the sum of $150 for the privilege of conducting commercial concern for a period not exceeding 48 hours and the sum of $300 for the privilege of conducting commercial concerns for a period of time up to but not exceeding 30 days.
   (B)   The permit shall not issue until the permit fee specified herein is paid in full either in cash or money order. No checks shall be accepted in payment for the permit. After the permit has been paid for and issued, the permit holder shall deliver the permit to the Office of the Washington/Daviess County Chamber of Commerce, which office shall issue to the holder of the permit, one or more identification cards stating, among other things, that the bearer of the identification card is properly permitted by the county to conduct nonpermanent commercial activities within the county. The identification card must be worn at all times by the individual while conducting the commercial activity.
   (C)   If a permit is issued for 30 days hereunder, the holder of the permit must, at the end of 15 days from the issuance of the permit, report again to the Office of the Washington/Daviess County Chamber of Commerce and shall seek a renewal of the identification card for the remaining 15 days. The county, acting through the chamber, reserves the right not to renew the identification card if either the county or the chamber has received more than what it considers a reasonable number of complaints from citizens concerning the holder of the permit. If the identification card is not renewed hereunder, the chamber shall promptly notify the County Auditor, and the County Auditor shall refund one-half of the permit fee to the permitee. The county hereby designates the Washington/Daviess County Chamber of Commerce as its exclusive agent for determining whether or not to renew a permit at the end of 15 days.
