§ 110.02 SALES PERMIT.
   (A)   There shall, therefore, hereinafter be established a sales permit to be issued by the County Auditor, or his or her deputy, and it shall be the obligation and the duty, as well as a condition precedent to conducting business within the corporate boundaries of the county, that every like nonpermanent business establishment purchase the sales permit.
   (B)   The term NONPERMANENT COMMERCIAL CONCERN, as used in this chapter, shall mean any such commercial endeavor or any person, partnership or corporation conducting themselves in a commercial endeavor, and which conduction of business activity is being done on a temporary basis, for a period of time less than 30 days, and from a location or place of business which is not affixed to the ground or, if affixed, to be used less than 30 days, or hires, leases, uses or occupies any building, structure, motor vehicle, tent, railroad box car or boat, public room in hotels or motels, lodging houses, apartments, shops or any street, alley or other place within the county, for the exhibition and sale of the goods, wares and merchandise, either privately or at public auction, and either direct to the general public or by sample for later delivery thereof. The person, firm or corporation so engaged shall not be relieved from complying with the provisions of this chapter merely by reason of associating temporarily with any local dealer, trader, merchant or auctioneer, or by conducting the transient business in connection with, as a part of, or in the name of any local dealer, trader, merchant or auctioneer.
