§ 91.01 DUST CONTROL ON COUNTY ROADS PROHIBITED.
   (A)   This section shall be known as the "Ordinance Prohibiting Dust Control on County Roads".
   (B)   For the purpose of promoting the public safety, health, welfare, convenience and enjoyment of public travel and to protect the public investment in public highways, it is hereby declared to be in the public's interest to regulate and restrict the application of any type of dust control on a county road by anyone other than the County Highway Department or contracted with the County Highway Department.
   (C)   No person may apply or pay for the application of any substance to a county road for the purposes of dust prevention or for any other purpose, except for payments made to the County Highway Department. This section shall not apply to persons or organizations that contract with the County Highway Department to apply dust control.
