§ 71.16 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   HORSE-DRAWN VEHICLE. A buggy, carriage, dray, wagon and the like, designed primarily for the transportation of human beings, and intended to use one or more horses as motive power. This term shall also be used to include horse-drawn agricultural implements, which are wagons, machinery and the like, designed primarily for the transportation or processing of agricultural products.
   OPERATOR. The individual who is present and upon the horse or within the horse-drawn vehicle at the time a violation is observed.
   OWNER. Any individual, partnership, corporation or association that rents, leases, owns or has exclusive use of a horse-drawn vehicle for a period of at least 30 days in any calendar year.
