§ 70.04 VEHICLES WITH ESCAPING CONTENTS; OPERATION.
   (A)   A vehicle may not be driven or moved on any public roadway in the confines of the county if the vehicle’s contents are dripping, shifting, leaking or otherwise escaping from the vehicle upon any public road, road right-of-way or any adjacent property.
   (B)   Exempted from division (A) above shall be any vehicle containing poultry or livestock being transported to the market or to any highway maintenance vehicle engaged in the spreading of sand or de-icing chemicals.
   (C)   The owner and/or operator who, as a result of being in violation of division (A) above causes damage to any property belonging to another shall be responsible for making full and complete restitution for any damage.
