In the event any individual, any owner of any vehicle, any owner of any property attempting to be dumped at the county landfill, or any combination thereof, shall be ascertained to be an out-of-county driver and/or out-of-county owner of the vehicle and/or out-of-county owner of any property attempting to be dumped at the county landfill, that individual, partnership, sole proprietor, business entity, be it corporation or otherwise, or any combination thereof, shall be deemed guilty of a Class A infraction and, upon admitting to or having a judgment entered against the defendant(s), shall be fined in an amount not exceeding $2,500.
