No person shall remove, destroy, cut down, scar, paint, mutilate, injure, take or gather in any manner any tree, flower, fern, shrub, rock or other plant or mineral in any park, or make any excavation by tool, equipment, blasting or other means or agency. Furthermore, no person shall play golf or practice archery on park property unless part of a park-sponsored program.
