§ 30.006 APPOINTIVE POWERS AND STATUTORY LIMITATIONS.
   (A)    As provided for by the General Statutes, the County Manager, County Attorney, and the Clerk to the Board shall be appointed by and serve at the pleasure of the Board. In addition, the General Statutes provide for the following appointments:
      (1)   G.S. § 105-294(b) provides the Board of Commissioners' authority to appoint a county assessor for an initial two-year term and subsequently every four years.
      (2)   G.S. § 105-349(a) provides the Board of Commissioners the authority to appoint a tax collector to serve for a period of time determined by the Board.
      (3)   G.S. § 130A-40 provides that the local Board of Health shall appoint the public Health Director after consultation with the Secretary of the State Department of Human Resources and the Board of Commissioners.
      (4)   G.S. § 108A-9 provides that the Board of Social Services shall appoint the director of the Department of Social Services.
      (5)   G.S. § 163-35 provides that, upon receipt of the nomination from the County Board of Elections, the executive secretary-director of the state Board of Elections shall appoint the supervisor of the Board of Elections.
      (6)   G.S. § 162-1 and G.S. § 161-2 provide for the election of the sheriff and register of deeds, respectively. G.S. § 153A-103 gives them exclusive rights to hire, supervise and discharge employees, although the County Manager shall determine the classification and starting salary of each new or rehired employee. The Board of Commissioners shall determine the number of authorized positions by the amount of funding approved.
   (B)   A memorandum of understanding provides for a contractual agreement between the Board of Commissioners and the state extension service to jointly appoint the agricultural extension director, upon recommendation of the County Manager and the state extension service.
   (C)   A cooperative agreement between the federal, state and county governments provides for the establishment of the soil and water conservation district.
   (D)   The County Manager shall appoint the directors of those county departments not previously noted in this section.
